POWO checklist not matching Democratic Republic of Congo

All species in the DRC are being flagged as native_status="A" (absent, no opinion because no checklist), which in turn results in BIEN labeling all observations for that species in the DRC as is_introduced=1. POWO does have a checklist for the DRC; this glitch is due to a non-matching country code in POWO. That is, the code used by POWO does not match to the GADM code for the DRC, used by BIEN.

Cause is likely the use of different country name and/or code by POWO. Solution: push all checklist country names through GNRS when building database. NSR should use GADM names, not original names. Caution: manually inspect any names changed to confirm the change is to spelling only and doesn't also involve a change in linked political entity intended by the checklist (i.e., the name is different by not the geospatial object).

Immediate fix could be a patch. Permanent fix involves substantial changes to NSR DB pipeline, followed by complete rebuild of database.
