Egeria currently passes CII Bronze level

Egeria should aim for Silver level initially, but potentially also Gold

Criteria: https://bestpractices.coreinfrastructure.org/en/criteria

The work outline could contain

• First pass of current criteria https://bestpractices.coreinfrastructure.org/en/criteria (one or two people - I can volunteer)
• Initial review - probably at Egeria TSC
• Update egeria with any additional criteria already passing
• Create outline of tasks, issues if needed to complete Silver level & update (iterate)

For Silver we are currently only failing on 2 criteria:

A technical discussion on use of flags and other mechanisms may elicit additional improvements.
The larger work is around the assurance case - this was started in #5322 but has auto-closed
