Single Environment & Zero Workload construct to start and scale environments progressively

Few customers are expecting to start with single environment without any default workload template deployed.
During their day-2 routines, they scale and purge additional environments as necessary.
The current SINGLE default workload and TWO environment construct is tedious to modify for every such customer scenarios.
