On the other hand... all of our projects pretty much assume you're running in the OCF. Good luck running ocfweb outside of it, as an extreme example. asottile might just be a special case?

I'm not sure we really want to encourage people to try to develop this stuff on their laptops...

That's true, but even just providing some instructions in the README and a sample config goes a ways. I don't think people should run this on their laptops, but on their staff VMs seems reasonable.
