Change hacker application feature flag name & usage from application to hacker_application

Currently the hacker application feature flag is called application while the volunteer and mentor flags are called volunteer_application and mentor_application respectively. It would be nice to update that feature flag's name (and usage) to hacker_application to lower the chances of typos like the one mentioned in #222
