Async Alert updates

The UI should periodically check for new Alerts and respond accordingly.

For example: When a Player has a Match open, then a new chat in some other Match should cause a blue-dot alert on the Match tab. The blue-dot should be extinguished by clicking on the Match tab or (on desktop) scrolling the Match list bar
