Add VB and C++ Projects under VS2017

Just a matter of creating the projects here. We should be able to incorporate the same source. Project and directory names should probably be kept consistent with those under VS2015 as the build script makes use of the names in order to make some decisions about the projects, in particular to identify C++ and .NET Core projects, which are handled differently.
