We had been waiting on sagemath/cysignals#175. That's now closed, so any time after the corresponding release drops, we can upgrade. Note that change may make the cython/cysignals/cypari installation go more smoothly and might simplify the installation instructions and/or tools/install-requirements.sh.

  As hoped, this upgrade significantly simplifies the install-requirements.sh
  script. Provides additional progress on numberscope#43.
  Note this must be tested with care (additional details in PR).
  Resolves numberscope#82.
