Unsure about the usefulness of this component, as it seems to be hiding content.

The examples at https://digitalnsw.github.io/nsw-design-system/components/popover/index.html would be better implemented as content in the popover showing in the page, with a "Get started" button.

Yep.

I'll implement the template for the sake of completeness, but will leave it at that.
