Review and summarize white board discussion re: logistics of DPT interacting with Cumulus

Our use case discussions have captured the critical aspects of the expected interactions with Cumulus. Essentially we expect an Ops user, with access to Cumulus credentials, to be running the show when files need to be staged to Cumulus and CNM messages posted. The rest of the white board discussion deals with the details of potentially running the UMM-G workflow on NGAP/Cumulus (as opposed to locally). I think we can set this particular story aside until there's a push to move more of the workflow to the cloud.

Thanks @juliacollins, as the push to move the applications workflow in the cloud is outside this project scope and everything else is complete I am moving this to done.
