Improve attributes for ACA-issued LDevID and AK certificates

For LDevID and AK certificates issued by the ACA, there are some differences between them in terms of X.509 fields that potentially need to be configured per the TCG specification "TPM 2.0 Keys for Device Identity and Attestation".

Currently, both have the same fields, but there are some changes that should be considered if possible: such as Certificate Policy and associated TCG OIDs, hardwareModuleName, and PermanentIdentifier.
