HPA base on node accelerator duty_cycle not working well #12

problem details as follow:

Pod run on time-sharing node can not directly trigger scaling in time , metric is average value of node GPU resource
Two deployment may affect each other if they both use node accelerator duty_cycle as scaling metric

this custom metric doesn't work, have similar problem the hpa doesn't receive metrics from external
