As Open Data Hub i want to scale the notifier mechanism togheter with the raw data table collection / db amount

We need to consider if we want to eliminate the notifier and use directly the writer for the notification mechanism.
In case we decide to go this way, we need to define really well what happens in case of failure.
Removing the notifier component will remove also the dependency from MongoDB.
