Have separate staging and production infrastructure environments

There's currently only one infrastructure environment: staging. We can leverage Terraform modules to abstract all the infrastructure we want to replicate across different environments (i.e. staging and production) and then call those modules for each environment with different input variables.

To achieve this, I suggest we divide this into the following tasks:

• Create Terraform/OpenTofu configuration for shared resources #61
• Create per-environment Terraform/OpenTofu configurations #62
