feat: view all of the public drinks across all users

it'd be especially cool if we had some default behavior when a user doesn't have their own drinks like "you don't have any drinks of your own, but here are other users' public drinks"

would also suggest that when we do this we put a "Amaretto Sour (jon)" or something in the title so that you could differentiate it from "Amaretto Sour (nic)" or whatever
