Clarification on waiting list pressure calculation

The paper includes this formula for waiting list pressure:

And says that the waiting list pressure should be less than 1:

The worked example does not include the multiplication by 2:

Should the pressure be less than one when the factor of two is included (ie. as per the formula) or when it is excluded (ie. as per the worked example)?

@neilwalton clarified that the formula is correct, and should include the factor of 2.
