Integrate OBOE for Model Selection

As Rafiki does not have any non-trivial model selection strategy at present, I am thinking about integrating OBOE to Rafiki as a new model selection approach. Please comment on this issue if you have any ideas about this proposal or suggestions on how to implement it.
