I would really appreciate the ability to set a custom zoom level (says scale 1:30,000)

I use this WONDERFUL plugin to store offline data, and in some cases A specific scale is important.

What the "some cases" are? What tiling scheme you propose to use for custom scales? WMTS custom tiling grids?
