add admin right to forms

Is your feature request related to a problem? Please describe.
As an organization, we create forms to share with other people.
It would be nice to be able to modify / create a form as multiple people / admins

Describe the solution you'd like
have a button to add admin to the form (admin : group, ppl)

Describe alternatives you've considered
Polls does it, but forms does exactly what I do, except the multiple admin of the form

Honestly, it's not the same. I personally don't care about real time collaboration. I just want multiple people to be able to edit a form.
