Service enable

We wish to have the ability to install the nrsysmond software but also be able to use lookups to determine if the software should be running (different environments can install the software but just not have the service running).

This add this ability to do a lookup on the 'enabled' variable.

It also exposes some of the parameters in the params class to this lookup.

We also removed deprecation warnings on the spec tests.
