(little issue) cannot move vertical bar on jupyter books, when positionned at "On this page"

I cannot move the vertical bar on jupyter books, when it is positionned at "On this page".
It is of course not a huge deal, so this issue should be very low priority..

The purpose of the on this page is navigating the content by clicking the respective title, so not being able to scroll via scroll bar when the cursor is on that section kind of makes sense :)

I am not agree, if you click on the bar, you expect that it moves even if it is near "On the page".

Sorry, I see your thought process @ltetrel but @agahkarakuzu is right about what this is intended to do in the Jupyter Book system we're using !

Unfortunately this sort of design decision is something I would say we could discuss on Jupyter Book, but all the development / discussion there is for the new build system. So I think we just need to live with this until we migrate to the new system and then we can revisit.
