Possibly using the head start we have with Windows + MSYS2 (which provides a MinGW variant environment with clang), or some separate environment/tooling effort like https://github.com/mstorsjo/llvm-mingw suggested in #1490 discussion. As noted in that thread, availability of third-party code to build and link against may be critical for the NUT build to be useful in the end.
