Weather Alerts

1. Every 10 minutes, check Openweather for a local weather alert.
2. If one or more alerts are found, post them to channel immediately.
3. On daily morning message, if alerts are still present, post a message:
   • "2 Weather Alerts. Type !weather to see alerts"
4. On fresh join, don't immediately post any alerts older than 10 minutes, store older alerts.
   • This is so the channel isn't spammed with alerts if bot crashes or has planned restarts.
5. Add !weather command. Displays today's weather statement and any active alerts.
