1.x unable to finish composer install #3

The current build will fail on the "run composer install" as php5-cli was not installed. Need to add php5-cli provisioning

thanks @dhartford for testing this... I have not yet put out an initial release of Security VM so this is super helpful information!

I'm quite tied up but if you have resolved this, please submit a pull request. I would love that
