All a player to found villages for a certain cost in hexes with population. There may need to be restrictions on how close to other villages/towns/cities to prevent spamming.

I would propose a minimum of 3 hexes between villages/towns/cities.

This was done in another version of Atlantis via building a Tower and an Inn in the same hex.
