Done:

• Finalize transaction metadata JSON API: feat(runtime): expose profile data in execution outcome  #4438
• suggested new design for the estimator
• investigated at Wasmer is slower for same length but bigger methods number #4660 (calling an empty method in aurora contract and in artificial contract have very different performance), explained the difference, didn't find a way to leverage it to get more precise costs.

In Progress:

• WASM global based gas counter (feat(runtime): wasm global based gas meter #4688). In particular, the counter now conts raw wasm ops, and not near gas directly, to avoid overflows. Gas counter is also synced when calling host functions
• implementation of the new design for the estimator: make it easier to understand how each cost is computed #4733
