We need to have two more utilities as per request fro Terry and Robin.

rm_by_client_id- removes a set of transactions based on the client id. This should also remove all exchange/refresh records

stats - prints stats about the number of transactions and exchange/refresh record per client, or generally information about transactions on the server.
