Audit linking to the latest release/specific versions in Github #215

There seems to be some inconsistency in how these links are done in the OA4MP website. The actual blurb is

https://docs.github.com/en/[email protected]/repositories/releasing-projects-on-github/linking-to-releases

project link https://github.com/ncsa/oa4mp/releases/latest

File download link for e.g. cli.jar: https://github.com/ncsa/oa4mp/releases/latest/download/cli.jar

Specific versions however have components reversed, so to get the cli.jar for v6.0:

https://github.com/ncsa/oa4mp/releases/download/v6.0/cli.jar
