Your idea:

A straightforward bulk version of the promote co-author to primary author feature #3341. This should be placed on the Account page.

If the promoted user is not on the document, the author is invited, but not promoted. This ensures that a valid reassignment.
If the co-author is successfully promoted the old author is optionally removed.
