This is to support the "Output-Only" task type of CMS.

This should be toggled by an option in the Add/Edit problem form.

The User UI should have a list of files to upload individually, and a form for uploading multiple files as a zip.

The worker should be adjusted to perform running this type of input.

One idea is: we convert both incremental and full uploads as an update to a ".zip" file submission. We then run the tests on that zip file, exporting what we need.
