Remove Deprecated Requirements in equuleus-rc2

Describe the bug
In JIRA, several requirements have the word "Deleted" in their description. These requirements are:

CF3000.2
CF4000.3
CF5008
CF5008.1
CF5022
CF5022.1

Expected behavior
In cf_FunctionalRequirements, the requirements listed needs to be removed for equuleus-rc2. The Requirements Document and Traceability needs to reflect this change as well.
