add block list based on id/bluetooth id

add ability to block devices / messages both from having public messages displayed and from connecting for direct messages.

ultimately, this block/black list could be shared between devices to combat bad actors

Would it be possible to add a random name/id to the list to avoid getting a different version without our knowledge ?
And if you add blocked device to the list it would give it a different id. For example if you want the list from someone you trust but you get it from people to people and someone add a new entry or delete one from the list you would know it.
