My clip is very smooth but the image is stuttery

So in cs 2 i did a clip and my crosshair is kinda buggy, its stays in the last frame, everything thats stationary like text kind of lacks in speed and stays in the last frame and gets updated in the next frame

you can see that its very distorted, can anyone help? im on a 3060 and i rendered it from 60 fps to 240 in cuda rendering mode for nvidia, the clip was 50 mbps after clipping with nvidia

can anyone help with converting it from 240 fps to 60 without losing the smoothness, i dont have premiere pro or any money for a like program

nvidia have funny dynamic fps with their shadow play iirc
also try Scene Change Fix Mode to basic instead of Fancy
