Have 'inspect area' form respect “Default to creating reports/updates as the council”

Making a public update, changing the category and/or changing the status via the 'inspect area' is not respecting the “Default to creating reports/updates as the council” role.

Describe the solution you'd like

If “Default to creating reports/updates as the council” is set, we would like to see all the updates made through the 'inspect area' be body updates.

@dracos: We are considering to not use always_view_body_contribute_details so we may not need this. I'll update this issue when I know more.
