If this environment variable is not set, the docker container initialization enters an infinite loop.

Container run should be executed with -e POSTGRES_PORT=<port>

I can confirm this, spits out the following:

File "/src/settings.cfg", line 13, in <module>
    host = os.environ['POSTGRES_PORT']
