VLBの方でVLB_URP(HDRP)というScriptingDefineSymbol切ってくれるので、
VLB関連の機能フラグにそっち使うように変更すれば
VLBをインストールだけで機能を有効にできるはずなので
asmdefの作成が必要無くなる
