CLI

There should be a CLI tool in this project. A user ought to be able to start the program, specifying primary, secondary, or clipboard selections, and whenever the content changes it ought be pasted to screen.

This seems like it's a good bit ahead of my own old https://github.com/rektide/sel-follower but it doesn't have any cli tool to make it generally usable.
