fix cleaning of "related" category #1

"related" column is the only column containing values of 2, currently changed to 1
However, according to https://www.figure-eight.com/dataset/combined-disaster-response-data/ original codings wer 1 for yes and 2 for no, thus 2 should be recoded to 0
