Translate R script annotations into French

Problem statement:

This package will be used in a French-speaking country, but the code and annotations have been written in English. There is no documentation on how code appears in other language locales, but at least the annotations and readme file should be translated into French in order to facilitate participation in code development of the host country, if desired.

Proposed solution:

Prepare French language versions of all script annotations and the readme file. Note that outputs for the user are already annotated in French. It might be necessary to add other language options for user outputs as well.
