Twig loop executes much more slowly without any output

Hi,

I came across an issue when using Andrew Welch's Minify plugin for Craft CMS where if the minify tags contained a loop with no output, performance would suffer greatly. Adding something like an empty <span> resolves the issue, and the loop is performing several conditionals.

I raised an issue on the Minify plugin, but the response I received was that the issue appears to be in the core library - hence also opening one here.
