[Twilio] Placing phone calls

Hi there,

if users don't have an Asterisk or FreeSWITCH installation for placing phone calls using the corresponding existing service plugins, Twilio may come to the rescue. It supports making outgoing calls to phones, SIP-enabled endpoints, and Twilio Client connections ¹. Inspiration may be taken from ².
