I am assuming we don't want to present the user with multiple different settings panes/panels. If we have knobs that can be turned on Lockbox, that all the knobs are in the same place.
There is currently a settings pane for Lockbox, accessed via the "Add-ons" view. This pane is accessible regardless of the state of their Lockbox (unbound from FxA, signed out of FxA, signed in). It is possible to programmatically open that pane; e.g., the user clicks a "Settings" button in the full editor view.
The sole behavior the current Settings page provides today is to reset Lockbox. I think it's important to keep this option.
Assuming users can expect to get to settings regardless of their Lockbox FxA state, then the following need to be considered:
"sign out" ought to be disabled if the user were not signed in.
"link to FxA settings" ought to be disabled or changed to "secure with FxA" (or some such) if the user's Lockbox is not already bound
Further, some advanced toggles we've discussed in the past ought to go here in some manner (when/if they are pursued):
when to automatically sign out (e.g., when the Screensaver activates, when the user has been idle for amount of time)
