Consider publishing to AppHub

We should look into publishing the public Eclipse/server distributions on the AppHub EC Collaboration and Support Action:

It appears to be roughly equivalent to Docker Hub: a marketplace of virtual machine templates which can generate VM images in various formats (e.g. OVF, VirtualBox...) or publish them into various cloud hosting providers (e.g. AWS or Azure). We also have to sign a charter saying we'll develop the software properly, make sure our licensing is consistent, maintain a project roadmap and generate documentation.
