QC check for mixed breed dogs and cats

Add a QC check that ensures that none of the children of "mixed breed dog" or "mixed breed cat" have an annotation property "recognition status."

Mixed breed dogs and cats do not have recognition statuses from breed registration bodies. This QC check will ensure that this definition is not violated.
