Add taxon labels to ncbi-gene ingest

We don't have taxon labels anymore for the NCBI Gene ingest, since it can't take advantage of using the taxon_labels.tsv generated as part of the after_download script as part of monarch-ingest. That was a little tacky and not terrible that it needs to go, but we need an alternate solution to make this work.
