Mercury has two controls over logging: HG_LOG_SUBSYS and HG_LOG_LEVEL (via env variable or programmable API).

Margo should support these via json and set them explicitly, with default settings that make messages like na_ofi_mem_register(): selected provider does not support device registration from mochi-hpc/mochi-thallium#7 be emitted by default to help with problem diagnostics.
