See bug fixed in Quintain in mochi-hpc/mochi-quintain#22. The symptom was that Quintain was configured to execute RPCs on a particular Argobots pool, but the RPCs were actually being executed elsewhere and the desired pool was idle.

More generally this seems like something we could probably record in the ABT profiling interface (https://github.com/mochi-hpc/mochi-margo/blob/main/src/abtx_prof.h) and emit in a state dump.
