Currently the LoadingStrategy is hardcoded to LoadingStrategy.BUDGETED.
It would be good to make this configurable, probably by adding another parameter to the SpimDataOpener.
We should however not break the API of the SpimDataOpener as other projects (Mastodon) currently depend on it!
