WebSockets next: improve default strategies for unhandled failures

- introduce UnhandledFailureStrategy.LOG_AND_CLOSE
- WebSocketsClientRuntimeConfig#unhandledFailureStrategy - change the
default value from "close" to "log"
- WebSocketsServerRuntimeConfig#unhandledFailureStrategy - change the
default value from "close" to "log-and-close"
- resolves quarkusio#42569
