Resolve cargo-release issue to enable publishing releases of Hipcheck #57

Right now, we can't issue new releases of Hipcheck, as the network substitutes certificates which are in the system certificate store but not in the Mozilla root of trust certificate bundle that (I believe) cargo-release uses by default. This means that attempting to publish new versions with cargo-release right now produces errors about being unable to validate the certificates.

There's an open issue for it today: crate-ci/cargo-release#764

The solution is at least partially sketched out in the linked issue, but we'll need to resolve it ASAP to be able to publish.

I have a PR open with a draft fix and until that’s merged I can use my patched version.

Closing this for now, as the patched version was usable enough for me, and I anticipate the full problem being resolved before the next release.
